The SLIX switch at Level3 Delong will be placed on UPS tonight, as well
as the UTOPIA-IX connection upgraded to 10Gb. This will occur at 3AM.
Any Level3 Delong connected peers will see an interruption.

We ran into a problem and didn't execute this upgrade. I'll notify when
we attempt again.
