UTOPIA had latency issues this morning on their 1Gb SLIX connection, not
due to congestion. He.net has turned down until they can be resolved,
although the UTOPIA connection to SLIX is completely offline at the moment.
There was a power outage at Level3 on Level3 this weekend that took out
the SLIX connected switch there. Graphs show it was about 45 minutes on
at about 1pm on Saturday the 22nd.
